My best guess would be a circuit similar to a tesla coil. Why not just use high voltage D.C.? Using mono-directional pulses to charge cap would be pointless unless he was going for some type of resonance with the water molicule itself. Frequency must be different to that from a Tesla coil, a microwave heats water by vibrating molicule at a resonant frequency and is much more efficient.
