I think it's not the fact that it necessarily looks shitty, but that the art style is so drastically different than what you find in a normal manga/anime, that it can be very off putting to a lot of people. It took a while for me to get used to but in the end I ended up loving it for its Picasso esque proportions of humans.

I disagree. Tetsuya was a really good Mahjong anime, but you just can't beat the stakes, mind-games, and intensity of the genius who descended into the darkness.
