Israel dropping White Phosphorus on Gaza?

This video clip appears to show Israel dropping a chemical weapon over Gaza. It looks like the White Phosphorus they used on Lebanon 2006 (which the Israelis have admitted to after the war) and by the US army on Fallujah in Iraq. Human rights groups needs have always conmdemned the use of this particular type weapon.
